Rate my guild wars elementalist build?
Im monk secondary, but don't use it and am at the point where I can change it. no upgrades on armor yet, any help is great.

Are you having energy issues with that build? It looks like you added 7 fire damage skills with no thought to energy management. Your build will be ok in low level or mid level areas but you'll struggle in the high end locations.
First, fix your attribute points. You should have 200 points to distribute. That's enough to boost 2 skills to 12 even before you add runes to boost further. If you only have 170 points or 185 points then you've missed doing your 2 attribute quests. If you've native to Prophecies you need to do Forgotten Wisdom and Hero's Challenge. For Factions its Lost Treasure and Unwelcome Guest. For Nightfall it's the Rising in the Ranks quests and those are usually automatically done so your Ele probably isn't from Nightfall.
Next, you should boost your Fire attribute to 16 with a superior Fire rune on your headpiece. If you prefer more health you can substitute a major rune. Then boost the energy management to 13 with a minor energy storage rune on your armor.
Moving on to the skills. For Fire damage there are 3 Elites that I prefer. Savannah Heat, Searing Flames and Mind Blast. Savannah Heat does a lot of damage to a group of enemies, especially if you can keep them within the radius with a cripple or knockdown. Searing Flames is a nice spammable damage dealer that also sets your enemy on fire. It works nice in PvE against large mobs especially if you have 2 or 3 ele's in your party spamming it. Mind Blast is my preferred skill to use in PvP. It's spammable and great for your energy.
Here are my opinions on the other skills on your bar.
Flare - Great skill for low level areas. It's one of the first fire skills you learn and players tend to use it longer than they should. It's great for killing those level 5 bugs but once you move into harder areas there are better skills to choose.
Fireball - Great skill. Decent damage and low recharge. I find myself using it alot while other skills are recharging.
Phoenix - I don't like it. Skill description sounds great, but in practice I never got much use outta it.
Inferno - Well, its a nice skill if you're in the thick of the action, but you have paper thin armor. Ele's should never be in the thick of the action. You stay on the back line with the monks and let the warriors wade in and tank. Drop this one unless you're running a specialized farming build.
Meteor Shower - I use it sparingly and only for certain areas where I know heavy mobs will be (Urgoz Warren and The Deep and DOA) otherwise ditch it. Looooonnnng cast time. You'll be interrupted before you finish casting most of the time. High energy cost and leaves you exhausted.
Meteor - Not my favorite but some others like it ok. Long cast time, but not as bad as MS. Ironically, this is a skill I love on my Mesmer's bar. She has Signet of Illusions and high Fast Casting.
Double Dragon - If you're native to Factions this is the first fire elite you'll cap. It's ok until you find better ones.
Res Sig - A staple on any bar, but if you're a monk secondary then consider Rebirth. Rebirth should never be cast while in battle but it's good at preventing a wipe if you're the last one alive and the enemies have moved off. You can pull your dead teammates away from the enemy mob and give everyone time to recover.

Fire attunement is a must for any fire build. It will help you retain energy. Glowing Gaze is good to pair with Searing Flames. It will also help you recover energy from a spammable 15e cost skill. Pain Inverter and the Ebon Vanguard skill are PvE only skills from Eye of the North. If you don't have them, they are definitely worth taking the time to get.
